why does my cats tail stick strain up.

Your cat is displaying dominance, excitement, greeting you. This means different things for different situations.
If there's other cats around, and the tails up: dominance
If tails quivering: excited, antsy
Tails low that sticks up upon seeing you: greeting you. Like a hand wave
