non-cuddly cat

I have two male cats, both are about six and a half months old, but not from the same mother/father. What I am struggling with is that one of the cats dont want to cuddle when both of the cats are indoors. If I release the other one outside, he becomes really cuddly and adorable. I really love him that way:) but i want him to be calm enough around the other cat so he can cuddle with me any time. They seem to get along nicely, maybe not great, but I guess one of them always has to be the dominant one. And thats ok, although I dont know whats going on when im at work. But why wont the cat show affection to me infront of the other cat? Can it be that the dominant one wont let him? is there anything i can do?
