Kitty dandruff and now thin fur

I have two cats and they're sisters. One is a little overweight and has had dandruff on her back for a while but now she has two spots of thin fur kind of beside and on the base of her tail. I haven't noticed her licking any more that usual. I don't know what to do. Do I have to take her to the vet?
