is it true that siberians, and russian blues are hypo-allergenic?

Wikipedia says that they are technically hypoallergenic but not cat is completly hypoallergenic because it depends on what the person is allergic to. Russian Blues have a fine coat and shed very little but if someone's allergy was servere enough that even that small amount of shedding would cause a reaction then even a Russian Blue would cause a reaction. Also, some people are allergic to cat spit instead of their fur/dandruff.
