my deaf kitten does not meow is it ok?

Several of mine do not meow or make much noise at all and they are not deaf. If everything else is normal about his/her behavior then I would not be concerned about it. Kittens need vet visits for vaccinations and then spay/neuter. Be sure to talk to your vet and see what they think about the lack of meowing when it is time for a visit.

I would like to comment though on the possible psychology of a deaf kitten:

When dealing with deaf or hearing impaired people, some of them are very quiet and other may even have a speech impediment.
Keep these things in mind when dealing with your deaf kitten. If they can't hear the sounds they make, they may not feel the need to "speak."

Again, the answer before mine is good - you can always ask your vet.
Do remember though that while a lot of kittens are loud and meow often, there are some cat breeds that are just not so talkative.

Sometimes when a cat is found to be deaf the lack the means to meow. As long as you are there for your kitten then it will be okay. a cat who is deaf is basically in somewhat a different world then a cat who can hear. To get him or her attention you can tap on the floor, they can sense vibrations. make sure you are in their line of sight as well. Its a scarey world out there for a deaf cat so keep him or her indoors. Thank you for being so nice as to be the loving owner of a special needs cat.
