Is a hemoglobin of 4% normal in cats?

My cat is currently being hospitalized for anemia. He just received a blood transfusion and his white blood cells and red blood cells increased of course but his hemoglobin remains at 4%. What should his hemoglobin be? And should a cat be able to create white blood cells on its on?
