Insight into neck biting and cat aggression.

I have 2 cats, males, neutered, 1.5 years old, litter mates. No other animals, children, etc.

Recently, one of the cats, lets call him #1, has displayed pretty aggressive behavior towards #2. Specifically, #1 has been biting the back of #2's neck and mounting/humping him. This occurs randomly, like at 3 AM where he wakes out of a dead sleep. I understand the domination aspects of the feline world and normally would dismiss this behavior as hierarchical. However, cat #2 is being traumatized. He is slinking away and hiding under beds to escape his brother. #2 is my cat, he loves me and always wants to be near me, now he runs from me. I feel terrible and would really like some insight on what I should do.
