How do you become a feral colony manager??

How do you become a feral cat manager? I have a few neighborhood feral cats fixed so they will stop having babies, especially one who is having them in my garage and i have to try and find good homes for these babies.Its very stressfull on me doing this. I have already used the applications from the public health and safety animal control program for my own 2 cats. But would like to be a feral manager so i can get more feral cats fixed. How can i do that?? Please help!!
