gray tabby has pink scratches on his white underbelly

My cat has always had a few pink raised spots, like small nursing nipples except he's female. Now he has begun licking them and biting them so he has red and pink small scratches all over his white underbelly.

He doesn't scratch them, he has no fleas, he's an indoor cat

anyone know or have this problem?

am on SSecurity so $$ is almost non existant

I'm confused. You say your cat is female but are calling him "he". Anyway, cats can have a whole list of skin conditions. Biting himself excessively can also be a sign of stress. There is really no way for us to examine, diagnose or suggest treatment for a cat over a computer. We all know that vets are costly, but most will work out a payment plan. Call around or ask friends with animals and a limited budget who they use.
