There is no such thing as a totally hypoallergenic cat. It is a substance in the cat's saliva that triggers allergic reactions in those people unlucky enough to have allergic sensitivity to cats.

This article does a good job of explaining what is meant by the term "hypoallergenic" breeds, the substance in cat saliva that some people are allergic to, breeds that are better for cat allergy sufferers, and things you can do to reduce your allergies to your cats.
