No cats are considered completely hypo-allergenic since it's the dander on their skin that causes the allergic reaction and not their fur. Some people may have a more serious reaction to a long haired cat because their fur traps a lot more dander. But some people are so highly allergic that it doesn't matter how long or short-haired a cat is.
