Would a cat be okay if he had licked a little water that dripped from a faucet before a neutering surgery?

Unless he was standing there for a long while, I don't think it would be cause to cancel or delay the surgery. However, you should definitely mention it to the vet.

He should be okay, but I would tell the vet when you check in to drop your cat off for neutering. Hope the little guy is okay.

He should be ok. Belle had full access to water until the morning of her surgery and she was fine.
