When a cat "overgrooms", which is what your cat is doing to the extreme, it can mean many things. He could be allergic to something. He could be stressed out by something that's happened in his life like a new pet, new child, recent move, etc. Without being vets and examining him, we can't tell you why. He needs to be examined and treated by his vet, who can determine from the exam and by talking to you, why he's doing this and treat him for it. If money is an issue, ask the vet if you can work out a payment plan.
