Why does my male kitten put his rump in the air, facing my direction?
I will pet him, and he would rub his cheek on my hand. Then he would face his rump in my direction and sat down with it in the air.

If you pet him on his back, most cats have what's known as "elevator butt". And, we all know how cats and dogs greet each other. It's possible that he's showing you it's OK it you want to "greet" him that way. He sees you as another cat and one "in charge". Cats also show respect for us by laying on their backs. He could also just be settling his front before he settles his back. Izzie lays down on my lap like this too. If he hasn't been neutered and he's old enough, now might be the time to do it.

Little kittens who are not toilet trained have their backsides licked clean by Momcat when they go potty. Probably this is a sign that in his little kitty brain your cat is thinking that he is showing you the same love and trust he'd show his Mommy. Take it as a compliment. I have multiple cats and they always sniff each other's backsides whenever the opportunity presents itself. It seems they do that as a kind of greeting. Either way, it's a cat thing.
