Is my cat wheezing or congested?

My kitten has been fighting a URI for nearly a month now. He's sneezing often and now his breathing is noisy. When I get close, I can hear a whistling sound every time he exhales.

Is this just nasal congestion, or wheezing? We've seen the vet twice already for URI symptoms and she told us just to wait it out (though he wasn't breathing audibly then). Should we go back?

Honestly, if it were me and my cat, the first thing I'd do is find another vet. Upper respiratory infections are one of the leading causes of kitten deaths. Your kitten is already getting worse, and even though some people say a URI is "just" a "kitty cold", those little bodies can't fight off a cold like a human can. West needs to be on an antibiotic like right now. Good luck, hope he's better fast once he's on antibiotics and please let us know how he's doing!
