Is it common for cats to every once in awhile to have a mucus blood mixture in their poop?

No, it is not common or normal for blood to be in your cat's stools. This could be a sign of injury, irritable bowel, or worse - cancer. Take your cat to the vet (with a stool sample) so that your veterinarian can make a proper diagnosis.

When in doubt, always consult a vet, particularly if the problem persists. My cats have had this from time to time, and my vet told me it was probably due to them swallowing my hair, leading to intestinal abrasion. So, it isn't always the sign of a serious problem. But only your vet can tell for sure.
