I have a female cat that is unfixed at the moment and is in heat. My room-mates cat is male and fixed but yet he keeps mounting her like he isn't. He even seems eager to. Is that normal? Or should we be concerned?

Mounting in cats can be territorial rather than sexual. I've also heard that even fixed male cats will react to the pheromones of a female in heat. However, for the good and health of the female and to calm the male down, why not consider having your female spayed? Unless she is a purebred and you are a licensed, knowledgeable breeder, your cat will live a longer, happier and healthier life if she is spayed and you won't have to deal with unplanned litters. You should be concerned only if the female accidentally gets out and mates, not about the male and what he's doing.

The former poster is right! The number one concern is that your cat needs to be spayed ASAP! Cats in heat will make every attempt to get out and she will come back pregnant. As for the male cat trying to hump her, I've seen fixed male cats hump fixed female cats. It's a territorial and dominance thing with males. Please have your cat fixed ASAP. It will prevent unwanted litters of kittens and reproductive cancers down the road! The whole household will benefit from getting the cat fixed, not just the cat.
