I have a 8 week old kitten whose eyes are abnormally small and the third eyelid covers the eyeball at all times.

Its obvious that he can not see. Does anyone know anything about this condition?

It means there is some kind of eye infection and that he needs medical attention right away. A vet can test for feline aids, leukemia, give medicine for the eye and the first of three sets of kitten shots. This needs to be done right away because the lil guy has no immunity right now. Go ahead and make a vet appointment today! ^_^
