we have a house for him in a barn with a 60 watt bulb in it. Will this keep him warm enough in sub zero weather?

A heated pad designed for outdoor use would be a good idea since its so cold where you are. They heat up to the pets body temperature and only use about 40 watts for a cat sized one. This will make him much more comforable. This url shows the kind of ones that you can get

Petco / Petsmart sell them too if you have one locally.
