First off, 18 is very old for a cat. Cats often act out because something is wrong. I would take him to the vet. The other cat knows the elder pet does not feel well and does not want to attack back. Do them both a favor and take the older one to the vet pronto for a check-up! Behavioral changes are a sign that something is physically WRONG; please don't put this off!! ^_^
