A 4 week old kitten is too young to eat solid food and should not be fed "people food". This kitten needs to be given Kitten Milk Replacer, or KMR. If you don't have access to it at a local store, try ordering it shippped overnight from the Internet. Vets also have it. There is no vet close-by? How about an animal shelter or rescue? They'll also have it and will have a nursing mom who might accept the kitten as her own. You need to at least place a phone call to a vet or a shelter to ask for specific directions on how to care for the baby. You can also google "caring for newborn kittens" and follow those directions, but live support is better.
