The answer to that is yes. There are reports of cats going into heat as soon as a week or two after her kittens are born. I am assuming that this is not just a random question--that you or someone you know has a Momcat with kittens. Ideally, the kittens should stay with Momcat for at least 8 weeks; three months is even better. This will give them time to get weaned, learn to use the litter box, and be properly socialized. A Momcat who goes into heat soon after her kittens are born should NOT be allowed outside, or have any other access to intact males. Conscientious breeders wait 6-8 months before breeding their queens again. A pregnancy following directly after a pregnancy is not good for a kitty--nursing especially takes a lot of of a Momcat. If this is a real situation, i.e. you have kittens, make sure that you find them responsible owners. And since homing kittens is not as easy as it may sound, I'd advise you to spay Momcat once the kittens are weaned.

Yes. Make sure you keep her inside and away from any un-neutered males or she'll get pregnant again. You should be able to get her fixed soon once the kittens are weaned so you just need to keep her in for a couple of weeks.
