Sounds very like vestibular nystagmus, reported in cattle, cats (particularly siamese) and dogs. Look it up on Google, plenty of articles about it. My elderly tortie cat had several bouts of it in her latter years, making her very sick, distressed and completely wobbly - but the vet reversed the effects with medication. What I don't understand is how your siamese can have it constantly and not suffer long-term damage. You need another diagnosis from a vet who knows what s/he's talking about.
