Cats who are taken from their littermates young and raised on their own as the only cat tend to act like this, since they never had another cat to correct their behavior and teach them bite inhibition and proper play behavior.

Cat Health > Dental without anesthesia

The problem with a non-sedation dental is that it will only remove the very superficial and mild tartar. A thorough cleaning of all the plaque and tartar build up can only be done under anesthesia, since the dental machines are the same as those used in people, and also the fact that the trach-tube down the cat's throat prevents the gross tartar and stuff from being swallowed. Hand-scaling is like putting a band-aid on a wound that needs stitching.

Honestly, I wouldn't risk it. Even if there aren't any busy roads, the risks of having a cat outside are tremendous.

Update on me:
Its been 10 months since my FELV diagnosis and, knock on wood, I'm doing OK. My meowmy is super duper watchful to make sure I don't show symptoms of anything, but you know how us cats are good at hiding things. Luckily I haven't been sick, but FELV kitties are always at risk for things. We're taking it one day at a time.

Breed doesn't play a factor in feline behavior like it does dogs, so his breed wouldn't matter as far as food is concerned. And tabby is a color , not a breed of cat.

Was an XRay taken? It could be an intestinal obstruction, which would need surgery.
