It does take time though for the resident cat to accept an "interloper"
How much time? Is completely up to the cats.
I was 4-5 years old when our Nuk came. It took me 7 months to accept him. (I kept purraying that he would leave as suddenly as he arrived! But he never did...)
We never became "the best of friends" but we had a "working agreement" on whose territory belonged to who. |  |  |  |  |

Please take comfort in knowing that Max suffers nothing now, at the Rainbow Bridge all who arrive there are restored to glowing perfection. All Earthly sorrows or pains are left behind.
But Love lives on.
I am sorry for your loss, but I am certain Max knew that he was loved everyday of his life.

Sudden weight loss in obese cats/previously obese cats may cause a condition known as hepatic lipidosis (fatty liver), which can lead to liver failure if not treated.
I do not know how long you have noticed him not eating.
A Cornell University study looked at 157 cats with lipidosis and looked at what conditions were primary. Here is a summary of what they found:
28% had inflammatory bowel disease
20% had a second type of liver disease (usually cholangiohepatitis)
14% had cancer
11% had pancreatitis
5% had social problems (new cat, new home, threatening other pet or person at home)
4% had some kind of respiratory disease
2% were diabetic
At his age, I don't know how aggressive you want to be in his care, but no humane vet would allow a cat to progressively lose weight because "they are not eating."
When a cat stops eating there is always an underlying cause.
In addition to a biochemical profile another lab test that might be helpful in determining an underlying cause is the GGT (gamma-glutamyltranspeptidase) level. It is usually not elevated in lipidosis but would be elevated if there is an underlying additional liver disease or in the event of pancreatitis.

It is really a testament to how much your Mom loves you that she could take on such pain to herself, to help end yours. That one last deed of kindness your Mom made for you was a deed of love and bravery.
That bond of love that you share with your Mom can not be broken by death. You live on in her heart, in her memories and on one day... You will both be joyously reunited.
The same memories now that hurt, the small details that made up your days and life together will one day bring more comfort than sadness. No one can say when that will be... The timetable is different for each kitty and their family. I only know that it will be. |  |  |  |  |

I'm not sure where you are so I can't give a specific legislative answer.
Most cities have an "at large" section of their ordinances regarding dogs.
For example our city ordinance reads like this:
1159.06 NUISANCES.
A. When not confined to the owner's premises, all dogs must be under the physical control of their owner or custodian and physically restrained by a leash or other restraining device at all times.
If you can, learn your city's ordinance regarding at large animals.
If you think your neighbor will respond reasonably to a request that they observe this ordinance with their dog, then speak with them.
If you fear retribution or violence from initiating such a discussion with your neighbor then calling the police or animal control (as appropriate) in your city is your option. |  |  |  |  |
