 | |  | | If I were president I would shut down all the know puppy mills first, then add extra people to the police force to hunt down irresponsible breeders and dog, cock fighting rings and set up an agency to oversee responsible breeding operations. And animal cruelty would carry a much tougher sentence. I would implement chaining (around the neck with heavy chains) animal abusers to trees outside to see how they like it and I DON'T mean just for a few hours. This would be with only enough food, water and shelter to keep them alive.
