My best advice is to contact a trustworthy local animal non-profit organization like PAWS:

who has its pulse on exactly what's going on in the Philippine animal world.

Lots of ugly things going on alright. Very depressing to hear about especially if you love animals, and dogs in particular.

We have to keep in mind though that the Philippines is a third world country. Lots of problems, yes, and sometimes those who can't defend themselves, like the animals, get lost in the shuffle.

I am very impressed with PAWS though, they really make a difference, and it's not just fluff either because we all know how that is.
