It is extremely important that you remove ALL traces of the urine. Cats can smell what we can't. Try this:
Blot all urine up, pour baking soda on spot, vacuum it up, mix the following: Club soda or tonic water 10oz., vinegar 4 oz, regular Listerine (not blue or green) 4 oz. Pour baking soda on the spot again. Mix liquids in spray bottle, saturate the spot. Blot, blot and reblot, even put a towel down and put something heavy on it over night. You are trying to suck the urine up. Whatever you do DO NOT RUB! Once you have done this process, done it again, and done it again, use a steam cleaner WITH WATER ONLY, NO SOAP, and suck it up again, and again, and again.
Also try using puppy training pads in the cats favorite places.
Good luck. I know how frustrating it is. Really, removing all traces of urine is the most important thing.
