What are the things you have tried?

Separating them in different parts of the house?

When Em is heading towards the dog, trying to distract her with a cat toy?

Physically moving the cat when she's bothering the dog, especially when the dog is trying to eat?

Using something the cat dislikes and showing it to her to show your displeasure? (My cat always tries to race out the door when I open the door to let our dog in. One day the only thing that I could quickly grab to discourage him was a little Thanksgiving decoration -- a scarecrow attached to some straw, shaped like a wisk broom, all of 2 feet long that wouldn't even hurt a fly if you hit it. Something about the decoration my cat really respects and all I have to do is hold it while opening the door to let the dog in and the cat runs in the opposite direction.)

Make sure when you're correcting the cat your dog doesn't think you're scolding him.

I don't think she's in love with him. I think she's showing her dominance over him.
