Help new dog problems

OK so we are taking in this new dog from a owner who has to go to Iraq. The dog listens VERY well for her and is VERY behaved for her. But we babysat him last weekend and even though he was good, there were still a few issues I wanted to ask about. The first day within the 1st couple hours, he pee'd in the house twice. He didn't lift his leg or pee on anything significant. Just a random spot in the hallway and office and I caught him doing it both times. By the way he is 11 months old. So when he pee'd I got him and put him outside to pee and then let him back in. So I don't think he was marking, but he had pee'd not too long ago prior to the incident and his owner said he can hold it for 6-8 hours a day if he has to not even being kenneled. However they have not yet neutered him but I plan to soon! So I'm not sure what's up with that. Secondly, I don't know how to teach him that submissiveness with my husband and I because he doesn't see us as the owners or pack leaders yet. My other male dog had no problem with this area and my female I had since she was a baby so no problems there either. He just doesn't listen or follow cues and has no interest in training especially not for treats! Weird huh? Like a simple command like sit is a HUGE task! Any tips on how t oestablish some boundaries with him would be great! Thanks!!!

You don't have to use treat as a reward, though that is what most dogs like. You can use whatever he really, really likes. Does he likes toys? Attention? Try a "people food" yet like a piece of chicken? I can't imagine a dog in the world that wouldn't like chicken.
And now, a copy from someone else where I posted about housebreaking (I'm too lazy to re-type it, BOL):
When the dog goes potty where it's not supposed to, instead of punishing it, just clean the mess up. Only if you catch the dog in the act will correcting the dog work. If you catch her pottying where she's not supposed to, say something like "ah!" or "no!" to startle it, then picky the puppy up take it where it's supposed to go potty. Praise and reward wildly for going in the right spot.
Also, take her where's she's supposed to go after naps, eating, and when you see her circling, sniffing, and/or crouching (which are signs that she has to go).

Are you familiar with "nothing in life is free"? You don't give any rewards, attention or priveleges until he obeys or "works" for it. I assume he knows the commands but isn't obeying so just walk away if he doesn't listen. He should have to sit before being fed, going out for walks etc. if he doesn't obey the command and you walk away, he doesn't get the food walk etc. come back in a couple of minutes and try again. He will soon get the idea that if he wants his food, etc. he has to obey. do this before petting him, playing etc. It shouldn't take long for him to get the idea.
