1. Yes, you can try cooking the meat at first to see if she will eat it. One of the ways to start cats on a raw diet is to cook the meat and gradually cook less and less until it is raw. The best thing to do is par-broil the meat (i.e., boil in only water). Make sure that it is cooled off before serving!!! Most people try with chicken or another fowl first. Of course, you can just try raw first off. Do not add spices or anything to the meat if you cook it and don't fry it in oil!
2. Do you ever cook meat for yourself (I'm not sure if you said you are a vegetarian)? Anyway, just the same precautions that you use with meat for yourself, you use to prepare raw for your cat. Clean everything in hot, soapy water and don't leave raw meat sitting around at room temp for hours at a time. Cat's have short digestive tracts that are made for processing meat efficiently. Food and any bacteria do not generally hang around long enough for infections to occur. I've been feeding raw for almost a year now with no adverse incidents.
3. Start small and don't expect a lot at first, although you never know, maybe she'll suprise you. Does she hang around the kitchen when you prepare food for yourself at all? You can try the "oops, I dropped that meat by mistake" method and see if she snarfs it up because she thinks she's getting away with something.
4. Is she interested in fish at all? Although it is not recommended to feed tuna, especially human tuna in a can, to cats you could try to pour some tuna juice over whatever you want her to eat to see if that gets her going. Of course, she might just lick it off. You could do this with the canned as well as raw.
Maybe she is secretly holding out for raw meat! You could also try giving her a chicken wing or a chicken gizzard. They are fun for kittens to chew on, maybe you could start her off that way. If she is teething at all, she might go for them.
