|My Moewmy works at an animal shelter, this is uncommon but not unheard of at all. We often get animals with tags that either have disconnected numbers, or we leave messages and no one calls us back. You are doing all the right things, reporting the animal found with local shelters, getting it scanned, etc. Ask the shelters what the legal period is that the animal would become yours, or if their are steps you need to take to ensure that the animal would legally become yours over a certain time period. Who knows, maybe the family lost their home to foreclosure, maybe they went on vacation and the cat got out, maybe they lost the cat weeks ago and stopped looking.
You could post Found signs... do not describe the cat in great detail or mention details about the collar... leave enough for the owners to provide details about the kitty that you did not add to the poster.
