Why does my neutered male cat bite the neck of my spayed female?

He's not trying to hurt her, and she just stands there; I've seen it happen several times, and always pull him away. He's a loving, easygoing cat, but he looks like a vampire when he does this. He's been with us for 5 months, and is more socialized than my female, who is slowly warming to him. He's not being rambunctious, just quietly walks up her (sometimes puts his arm around her), and sinks his teeth in the underside of her neck.

It's a dominance thing. As long as he's not being aggressive with her, there's nothing to worry about.
