Why did my older female jump on and hold down new 12wk old female kitten after kitten cried in pain?

Recently added new kitten to one cat household. They are in the early stages of getting along. After clipping kitten's nail too high, she cried out and jumped out of my lap. My older female pounced on her, held her down and began to bite her neck. I've never seen this behavior before. Older female is 7yrs old and spayed. Kitten is approx. 12wks and spayed. Thank u :)

Biting the scruff is an action of the mother that pseudo stuns the kitten. I'd say she was trying to calm her or continue to obey you. In my opinion it's a sign that the older cat cares for her like a mum.
