I'm not really familiar with what sort of stores or products you have available there, but as everyone says, you can get just about anything over the Internet. At our local hardware store, I purchased what they call "screen inserts", which is basically a rectangular (window-sized) insert for our windows. You open the window and put the insert on the sill then close the window on it. It lets in the air but keeps the cats from sky-diving. If these aren't available, and someone you know is handy with hammer/nails, etc, perhaps someone could make this frame/insert for you?
