We have had a cat about 4 years. She was an outside cat but we keep her in the house.

She could live in the country with my brother. Would this be bad or good?

You don't give many details. I don't know if she is unhappy being inside or if you just need to get rid of her. And I don't know where you or your brother live to judge how safe she would be. Indoor cats live longer healthier lives. They have no exposure to disease from other cats or to predators like coyotes . They can not be hit by cars. If she is happy living with you and is used to being your pet, then giving her away and putting her back outside would be bad.
