Dogs need to be walked. If they are going after the cats, this is not fair to either species. You must get the cat a new cat condo or tree where s/he is able to vertically climb away from the dogs, or keep them separated. Unless the dogs are wee pad trained, not taking them out is unsanitary and you should think about rehoming them if you are unable to provide an ideal and clean environment for them all... that's why they're acting out and taking out their frustrations on the poor cat! ^_^
