Unfortunately, momma cats don't have a gauge on them that measures milk output. True cat breeders will weigh their kittens and know how much a kitten should weigh at what age. Newborn kittens do move around a cry because they're looking for mama and food. Mama will nudge them toward her nipples and make sure they're eating. If this is your cat's first litter, she may need help. To make sure the babies get everything they need and in the right amound, call your vet and ask for tips on helping to raise this new little family. You can also call a rescue or shelter for advice.
