There might be a stray that she sees outside and since she can't get to it, she's taking it out on the closest thing, the other kitty. She or the other kitty may not be feeling well. This can cause hissing and bad temper too. There might be something else that's stressing the cat out. If they're outdoor cats, one might be bringing home smells from the outdoors that the other doesn't appreciate. Any time there is a sudden change in behavior such as you have described, Catsters always suggest at least a call to your vet to restore peace in your home.
