The obvious answer is to keep them inside at night. This would be for their own safety as well as neighborhood harmony. Coyotes are rampant in most parts of the country nowadays and cat is a delicacy to them. (Yes, they CAN catch a cat.)Cats also face other dangers outside especially at night. Your son needs to have a talk with his partner and explain to her that cats and babies are OK together. My daughter has 6 cats, a 3 yr. old son and a 2 month old baby boy and they all exist together in perfect harmony. As long as your son cleans the litter pan and takes care of his cats himself, his partner should have no complaints about letting them stay inside. It's really not fair to toss them outside if they've been indoor kitties all their lives.

Ask your son and his partner what they are going to do when the baby comes and cries all night. Do you have an area in the house where the cats can be confined at night (their own room, basement, laundry room, etc.)? I really think that if your family cannot provide an indoor environment for these cats then you should probably find them a new home where someone else would take better care of them and give them the love they need instead of "tossing" them outside! Oh, and as for the neighbors, it they get mad enough, they will get nasty and do mean things to these innocent cats!!! Think about it!!!

They are crying because they are confused and want to come back into their own home! They probably don't understand why they have been banished. Unless these cats have access to a shed or garage or other place that is safe and dry and somewhat warm, this is a rather harsh way to treat a supposedly loved domestic pet.
