My little Egyptian Mau Kitten is 14 weeks old and only 0.8kg is this normal or is she under weight?

Yes, I do believe your kitten is underweight (as 0.8 kg = 1.76 lbs.). Have you had your kitten to a vet? Doesn't sound it. Please get this kitten to a veterinarian for an evaluation and age appropriate vaccines (rabies at 12 weeks in most states is a law). Best of luck to you and your new little kitty!
