Cats meow at people because they learn that it helps get people's attention. Wild kittens pretty much stop meowing after a few months because the mother cat stops responding to their mews and it doesn't get them anything, but the majority of socialized cats meow at least a few times a day to get their people's attention or to mimic all the speech people direct at them. Following you around is another sign that he wants your attention; either to be petted, to get some food, or to get fresh water. When you notice him meowing at you and following you around like a shadow just make sure he has everything he needs and if he's all good he just wants pets. If you find it annoying it may help discourage him to sometimes ignore his pestering and make a special effort to come shower him with love when he is just being quiet and not bugging anyone so he learns that he doesn't really need to work for attention. That said I still like to follow people around and paw at them for attention! :D
