Has he always done this? Some cats are built so they always sound a little stuffy (my nose always whistles when I purr) and/or are prone to a bit of snoring (guilty!), but if it's totally new out of the blue that means something has changed and it's probably best for a vet to check it out, particularly if he's been sneezing more or has a lot of nasal discharge. If he's congested from an upper respiratory infection you'd want to know and get it treated, right?
