My cat Re-Rack is 17 years old and not doing so well. Is it time I put him down?

Re-Rack has been diabetic for 10 years and up until a few weeks ago was on 13 units day and night of lantus. He all of a sudden got a cough in February that only recently went away. 2 weeks ago he started eating less and less. To get him to eat I have to feed him with a spoon while he is on the couch or bed. He has been to see the vet who had me lower his dosage to 5 units twice a day. I do not have the money for blood work. should I make him comfortable and put him down soon. I've had him since he was 8 weeks old. This is tearing me up.
