My cat has scabby sores on his neck and now appearing on his face, whats wrong with him?

He probably has fleas. You need to flea bomb the house (with all of you out) if you have carpeting, and then have him flea dipped and use monthly flea and tick medicine like a seresto collar or monthly topical. This year has been very bad with the little pests, and they can lie dormant in carpet for up to two years! A white sock test on any carpet (walk around for 15 minutes with white socks) is usually a good indicator as to which rooms need priority treatment. Getting rid of them is a pain, but worth the trouble. If he's not itching and there is no flea dirt coming off of his body at all, then a vet visit is in order to diagnose the problem. ^_^
