You might want to try fish oil supplements for cats. There are good options on amazon that are fairly priced. I have the same dandruff issue with my six year old and all the research and asking around I have done has led me to purchasing some fish oil. The fish oil has produced great results in cats. Great for dry skin, dandruff, heart, eyes, and immune system. All around a great product for cats and I have read a lot of great success stories. I just ordered some. I can try to keep you updated. The fish oil I used is specifically formulated for cats/dogs. The best option for cats is salmon oil. It has the right fatty acids and formula for cats. Oils like cod oil can be dangerous for cats so stay away from those. Google fish oil for cats and see if you like what read. Good luck!

Sounds like she might be having an allergic reaction. Hard to say yet if it is the environment or her food. A product you may want to try is PETfection Deodorizer/Allergy Spray. It is 100% Organic and Non Toxic. It will help moisturize and relieve the dander, help with any itching, and help heal up those bumps. Worth a shot! Hope this helps.
