My cat has a ball like thing under his chin, it is red with a bluish color and blood like spot on it. It is about a half
He also is a fat cat, goes outside and comes in to eat and sleep and doesnt to be showing any symptoms of being sick

I would still check with the vet, even if he isn't showing any signs of illness, cats are very good at hiding symptoms.

It could be some sort of tumor, an embedded tick or even just an infected cyst. Either way, he really should see the vet to have that taken care of before it becomes more serious.
