You need to tell your parents or your vet if they don't already know about it. Is there any way you can keep the cat away from him? If you can't, maybe you should have someone take care if your cat until things get straightened out. It's a difficult situation, you should definitely ask your vet what to do.

They say that abusing an animal leads to much worse things--most serial killers got their dark start by abusing their family pets or other animals. Your brother has a definite problem. If your parents won't listen to you, talk to a teacher or counselor or clergyperson (like your pastor or priest) that you trust. In the meantime, give the cat to someone you trust as well. If you call a local shelter or rescue and tell them your cat is being abused, they will make room for it no matter how full up they are. You can also contact your local animal control officer (through your police department) or a vet and they will also help you. Please do something before it's too late. It's not fair that this has fallen on you, but it's up to you to watch out for your poor kitty.
