Lilly has taken to scratching her neck until it she breaks skin lately?

I am certain it isn't fleas or mites as I keep up with her Advantage treatments. Her food is the same as I've always fed her and I make sure to keep potentially harmful chemicals and deoderizers away from her.

The only thing that I have changed lately is the litter she uses. Could that be what's causing her to scratch her neck so much? I can't afford to take her to the vet for an allergy test to find out for certain.
