Is it too soon to adopt a kitten after adopting a young cat after 3 weeks?

There's only one way to find out, unless you can tell that your new cat is not adjusting well to the premises. Make sure that the older one is fixed before you bring home a new friend. When you do, spend just as much time with the older cat as before, introduce the two slowly, and give the older one treats (like new fusion flavor mix greenies for cats) and more toys so that s/he does not feel threatened. Hopefully you are already feeding a healthy kitten food like Natural Choice. ^_^
